Is there a form wizard?

Does the wizard for creating forms still exist?
There used to be a generic form wizard that would automatically create a form that I could then modify.
I no longer see a way to access this modality.
This was preferable to generating a form from scratch.

After creating a new form via the View menu, move that form to Graphics mode, then note the Construct menu.

You may also want to review some of the videos as there is much to be amazed by with Pano X.
