There is a LOT of documentation, I have no idea exactly what spot in the documentation you are referring to. But in the section where non-critical new sharing generation is explained, it absolutely does mention that forms, procedures, etc. are updated when a synchronize happens.
It’s certainly possible that there is a spot in the documentation where this detail is not mentioned, feel free to submit a documentation update if you know of such a location. Older versions of Panorama did not support synchronization of anything other than data, so it’s certainly possible that there are spots in the documentation that didn’t get updated for this new capability.
